New rules apply from the first production date of a model, So you can still drive an old Mini on the road even if its not up to modern safety standards. I don't think the lights on thing is actually law. Its just that in some countries it is the law so the manufacturers decided to make all new bikes the same with them permanently on, it saves them money.
Only girls bikes have the hazard option fitted, ie pointy SVs, fazers, etc,etc
