As well as Bhp you have the engines Torque...
An engine with more low down Torque will be easier to ride restricted, it'll accelerate faster.
i.e a restricted SV650 will feel far more powerfull , and all round faster than a restricted Rs250. even though they both make 33 bhp.
...but put them both alongside each other in full trim and the RS would pobably (?) be quicker at the quarter mile.

Hornet restricted is not too bad, cos it's a detuned CBR600R engine, which means they changed the cams/gearing to stick more of the power lower down the revs...
Compaired to a Hornet that is not restricted, it's still a massive difference though, like you said, they only getting 90-100mph tops, I know someone who had the SV650 restricted, it was happy going over 110mph...
Anyway like I said it's a bit of a problem as there are not many bikes out there that fair well to being restricted, and I haven't seen any writeups on what different bikes are like restricted/non restricted I'm just going purely from my own biking knowledge...
My GSXR400 was restricted when I brought it, but I had a full licence, it make the bike in low RPM's sh ite to ride and was making the engine run lean
Took them out, was like a new machine ran smoothly thoughout the revs and over 7k the needle shot way over past the 14k redline I've hit 15.5k by accident before opps 
Other thing to consider is once the 2 yrs restriction is over, would you still keep that bike??? If so then it might be worth spending the extra pennies on something you want, but like I said expect to have some "off's" too!

LOL well I think something like a Hornet or SV650 makes a good choice if your planning to keep the bike after the restrictors come out
